Passionate about the future of Holmes Beach.
Mark Hebden is a retired architect and business executive with more than 40 years of experience in planning, development, and leadership. Since making Holmes Beach his permanent home in 2020, he has been actively involved in the community, working with neighbors and city leaders to address traffic, stormwater, public safety, and responsible growth. Mark is running for City Commission to protect Holmes Beach's unique Old Florida character through thoughtful planning, transparent government, and practical leadership.
Protecting What Makes Holmes Beach Special.
Traffic Improvements
Develop a proactive citywide traffic management plan designed to improve safety, keep traffic flowing on main arteries and reduce neighborhood congestion.
Stormwater Modernization
Invest in phased stormwater infrastructure improvements and secure tourism tax revenue funding, to reduce flooding, protect property, and strengthen the resiliency of Holmes Beach for the future.
Residential Quality of Life
Preserve Holmes Beach's unique low-density, Old Florida character by encouraging more full-time residents and preserving the neighborhoods that make our city special.
Transparency in Government
Promote open, transparent government through proactive communication engaging and informing residents, and making decisions that reflect our community's priorities.

My Experience as a Resource to Holmes Beach:

As a member of the advocacy group Save Florida Home Rule, provided communications to county and state leaders, organized community events and assisted Holmes Beach leaders with successfully pushing back on forced island city consolidation and building a parking garage on a barrier island.

Worked with public works to add swales in residential neighborhoods which effectively limit street flooding.

Volunteered to work with city staff to review and revise ordinances and permitting processes to ensure better compliance with stormwater management and improved FEMA ratings.

Provided assistance to city staff to evaluate the condition and potential adaptive reuse of Gloria Dei church building and property

Researched the the Tourist Development Council (TDC) legislation and informed the current Commission that this statute DOES allow for TDTax revenue to be utilized for stormwater system improvements. Funding for Holmes Beach tidal valves has passed TDC legal review and is on the next TDC meeting agenda.
